As Joe says, most states will allow the deduction even if you contribute to a non-dependent's 529--this is how grandparents, for example, can earn the deduction. But you usually have to be using your home state's 529 plan to earn the deduction. The questions about transferring between siblings' 529's is a separate issue, as that does not require dependency, and should also be allowed in most states.
