Just because you have the application doesn't mean you are committed. I got the AZ CollegeSure CD application, the PA TSP application (I'm not a PA resident) and didn't enroll in either one after reading the details.
Calling an 800 number or going to Morningstar yields quick answers to the fee question.
To your point, it could be easier, but so could many things. Even when things are easy to find many people chose not to use them. Joe's review of the individual plans gives the answer to probably 25% of the questions asked on this board.
BTW, I tried to look for the same info at Vanguard's website and found myself being forced to fill out an application before I could get any fee info. I actually had to type in 529 in the Search field to find anything.
