I live in TX. I have 2 different 529 accounts for my 4 year old twins. I recently checked out the 529 rating list. The CO Direct portfolio has rating for non-resident of 2.5. The NY Direct plan has rating of 3. Is that bad? Should I be worry? Would you recommend switching to an advisor plan since it has better rating?

The ratings evaluate features that may or may not be important to you. They certainly don't encourage folks to shift to advisor plans just to get a higher rating. You should assess your plan's performance against their peers, compare their expenses and decide if you're satisfied.
