I have an initial contribution of $5000 for my 2 year old and subsequent contributions would be much less because I need to start putting any money saved toward my own Roth IRA. My state of HI does not offer any tax incentives and HI's plan is not rated well. I have been researching the plans of

Arizona
Illinois
Nebraska
New Mexico
Oregon
South Carolina
Virginia

With such a small amount of money ($5000), would it be more cost effective to start this plan with a direct sold or advisor sold plan? I would really like to get started now as my son is already over 2 years and would really appreciate some help from those knowledgeable on this board. Do you have any recommendations for plans among those that have good returns and low costs for non-residents. Thank you in advance.

Me, I think you would be far wiser to invent in your own Roth IRA first!
