529 Fund use for Certification/Training

I just wanted to confirm that 529 plan funds cannot be used to pay directly to a Dale Carnegie Agency offering training courses but if the class is being offered through an accredited college/university, only then can 529 plan funds be used to pay for a Dale Carnegie training session. Am I understanding this correctly?

Generally speaking, you can use 529 funds to pay for anything. It's just a question of if and how much tax and a penalty will be assessed on funds used to pay for nonqualified expenses.
