Application Fees - 529able?

My son is a senior in a 4 year school, we've been using the 529 all along, but there's plenty left for grad school. He's applying to multiple grad school programs, each of which requires an application fee, and they're adding up! Are the application fees allowed as eligible 529 withdrawals?

A) none of them are
B) all of them are
C) once he selects a program and is admitted/enrolled, the app fee for that ONE program is allowable, but none of the others are

I think it's C, but I can't seem to find this anywhere. Anybody know?

Thank you Joe. I was thinking C because it's a fee that's required by the program he attends. It's a drop in the bucket overall, though, so I'll put a 1 minute time limit on my whining. ...58, 59, 60. Okay, I'm over it.
