The program coordinator will write a letter saying that tools are required for the coop experience.the coop experience is paid by the Fort dealership and my son takes a course for the coop and earns credits for it.
Can I buy him a set of tools as a qualified expense?

If the vocational school is an "eligible educational institution" and the tools are in fact required for enrollment or attendance (the letter from the program coordinator should suffice), then yes, the tools would be a qualified 529 expense.
