It is unusual but not unheard of for a 529 plan to charge fees for any number of account maintenance items. However, most plans will not charge to make a transfer or to make contributions; this may be a fee unique to Edward Jones. It would help to know the exact plan you are currently invested in, as well as the plan or plans you are considering rolling your accounts into before I provide any additional information that might or might not apply to your situation.
