Generally, for most 529 plans, a withdrawal from the account is allowed at anytime for anything. The question is whether or not the earnings portion of a distribution is subject to income tax, and possibly a 10% additional tax penalty, and that depends on the amount of qualified education expenses that can be used to offset the 529 distribution. There are no pre-K expenses for a 529 beneficiary that are considered qualified.
