QEE - College Prep Coach?

Is a college prep coach considered to be a QEE?

I have a traditional high school senior who's parents would like to use their 529 plan money to pay for a coach/adviser. Work to be completed would be college entrance paperwork, essays, SAT/ACT tutoring, etc.

Definitely not. They could use UTMA funds but not 529 or CESA. QEE must be tuition, room and board, books, or fees required by the schools for attendance.
