Sen. Barack Obama has two college-related proposals as part of his platform:

$4,000 Tax Credit. All Americans can receive a $4,000 tax credit for college tuition as long as the student performs at least 100 hours of community service.

Cut Red Tape by Eliminating FAFSA. Instead of filling out FAFSA paperwork, parents of college-bound children can check off a box on their tax returns that will release them to college institutions.
I like both ideas. FAFSA is a pain to fill out and using the 1040 instead will be a real timesaver. The $4,000 tax credit in exchange for 100 hours of service is a good deal for students; it's equivalent to a $40/hr summer job and I can see where a lot of good things can be done in communities because of it.
